Missing washer?

After taking my driven pulley off to redo shoes, FSM says to install nut and washer and torque to 40 ft lbs. I see no washer as described and checking parts breakdown on Partzilla and Partsfish websites, shows no washer. I have checked the floor around the bike and nope, no washer to be found. Does anyone recall a washer there? Thanks

Manual shows a washer but no washer show in parts . Nut only, washer nut combo. nothing missing. Torque to 40lbf.
